@Zazz Potter Yeah, and there is a moment they have in Endgame, before everything gets crazy, where they sit and talk and he says “I think we both need to get a life” she agrees, but then says “ You first.” He says “after this is done.” This was having a double meaning behind it. First, in that he would, if he could, go back to be with Peggy Carter. The Second, once everything was over and done with, with Thanos, then they could think about getting a life together. In the comics, there are versions/timelines and Earth universes where Romanov and Rodgers are together. A few stories even show them where they even kids.

My take on this relationship as portrayed in the MCU is that there was a mutual understanding between them and an unspoken love. I'd like to think that both of them wanted to get together and officially become a couple but neither of them trusted that it could work. I think Steve was unable to let go of the memory of Peggy Carter even though I personally think Natasha is a much better match for him. By the time we arrive at Endgame, Black Widow and Captain America had been teammates for 11 years and had been together on numerous missions where they shared countless near death experiences. Natasha's bond with Steve is as strong if not stronger than his bond with Peggy. The memory of Agent Carter is a reflection on Steve's insecurities and his reminiscence of the age before superpowered beings when the world was simpler and easier for him to understand. It was part of a lingering desire to return to the life he once had. But in Black Widow, Captain America had a chance to step forward and embrace his present and his future with a woman who is his equal in all the ways that matter. It is a real shame the writers never pursued this relationship to its true potential. In the end, I think part of what made Natasha sacrifice herself for the soul stone wasn't just because of Clint's family and the fate of the universe, it was also because she didn't think she had anything or anyone to live for in her own life. Because the man she had fallen in love with over the course of 11 years never reciprocated those feelings to her in a manner that would make her understand she had a future with him. And maybe Steve went back in time to reunite with Peggy because the alternative would've been to live out the rest of his life in the present without Natasha by his side, a fate worse than death itself. A wasted opportunity indeed.

Cap went back to have his last dance with Peggy but didn't stay. After all, old Peggy in Winter Soldier said had met her "husband". This wasn't Steve. After his dance with Peggy, Cap went to return the soul stone and got Natasha back in return. They got married and grew old together in that timeline.
