Due to being trapped within a painting himself, his energy and strength all but ebbed away, leaving him powerless and too weak and stop the overwhelming power of the ganged up boos. They threw him out of the mansion and locked the front gates. Leaving Mario in such a weakened state forever. Now with strength forever drained.. Mario can do nothing more but weep and mourn for his younger brother...

I can imagine this Mario managed to escape King Boo, while Luigi was still in the mansion searching for him, not knowing that he had already found a way out. Luigi then unfortunately got lost, and was doomed to be trapped in the mansion forever, leaving Mario all alone.
