You need lvl 50 and finish some quest to unlock him.

I’ve been trying to figure this out for days, my main completed Vern and the knowledge transfer still isn’t unlocked. I followed your guide and mines still locked

U need to reach a certain level and questline in Stronghold to be able to unlock the knowledge center in ur Stronghold.

Does this work for characters in different servers? I picked a server i'm not happy with, so i want to switch to a completely different one

Obviously it works only on the server where you already lvl up a lvl 50 character
