It's a skill called EX Surrender, same as EX Actions but it works only when your enemies are frightened (blue aura over their heads)

Perhaps you just haven't seen enough of em? I certainly recall having seen scenes like that in Asian movies. And not necessarily Jacky Chan ones either. Plus this one is canonically an eclectic mix that's been adapted to street brawling to become its own original style named after the place where it's honed so.
