These 2 overlap a lot because of the fact that these characteristics of the 2 communities cause half of tf2 community to come here

Specifically, "Team Shanghai Alice" is a one man team run by ZUN who does indeed compose the music for both the main series and the side projects (including the fighters) Fun fact: the touhou project was created originally for the sole purpose of spreading zun's music around.
