I had to look this up, and luckily the closed captions spelled it correctly (eventuallly) "Egeria", your cannery in the coalmine, is commonly know as Anacharis, which is often used as a fast growing bulletproof water column feeder like Hornwort.

Yes, it is commonly known as Anacharis, or Elodea. Egeria is just it's current scientific name at the moment!

Will an air tube feeding ring hold the dwarf water lettuces in? Id like some but do not want it all over the top and blocking the light to my other plants

So would these above gravel & stems fair well under a canopy of duckweed or azzolla? I’m looking for something that will be alright in the “shade” in the pond(s).

Does it matter if they are in sand or gravel? What is a good plant with clown loaches?

Marimo Moss balls can do well with just natural low light, all the others will need some form of additional light over the tank. Sand can sometimes compact down and restrict root growth so lighter sand substrate or ones with spaces like gravel are best. Clown loaches like to dig things up so any fast growing plants like water sprite or any driftwood based plants are the best based purely on the fact that its harder for them to rip out of the substrate while they're looking for snails.
