Lower 3 GHz The Next Frontier in Spectrum Sharing Between Federal Systems and Commercial Telecom

The importance of midband spectrum for commercial broadband use has been demonstrated by the demand for AMBIT (3.45-3.55 GHz), CBRS (3.55-3.7 GHz) and C (3.7-3.98 GHz) bands. The next potential in the same spectrum range is lower 3 GHz (3.1-3.45 GHz) and it has been clearly identified for sharing in the National Spectrum Strategy. This spectrum is currently used for numerous federal incumbent and emerging ground-based, shipborne, and aeronautical systems dependent upon the specific physical characteristics of this band. Initial investigation by DoD, NTIA and FCC during the PATHSS project has determined that new spectrum sharing frameworks are needed in the lower 3 GHz spectrum range but sharing in the band is significantly more challenging than in the CBRS band due to the operating characteristics of various incumbents.
