Why Shaoyang isn’t between Taiyang and Yangming as it’s supposed to be, according to Ling Shu and Su Wen mentioning its pivot function between exterior and interior?

No. It’s because near 1862 a cholera epidemic broke out in Shanghai reaching Beijing. However the south remained ok, because of their habit of drinking hot water, not cold. It then became a governmental campaign, encouraging people to drink hot water for better health
