This is a Japanese TV program in the 1990s to talk about "The Naked Rallies," a sort of "legendary" rock band around 1970, which was based on Kyoto. The critic is describing their style as "too noisy, too psychedelic, too lyrical and too violent to define firmly. You cannot settle down it." A side not: One of the members opted out the band probably in 1969, and joined the terrorist group which hijacked an airplane in Tokyo and defected to North Korea in 1970.
