The wrestling industry needs something like Lucha Underground again now. Just pull from the best of the indies and put a mask on every single person. Let them wrestle and improve in a smaller venue and when they "graduate" from the company, they unmask and move on to wherever they get hired into. Make it a developmental company for AEW, WWE and TNT and have them bid for wrestlers, just like the NFL picks from college athletes.
