The guys that don't wear masks are actually replacing one risk with another. The fighters are typically "Mascaras" or "Cabelleras" which are Masked Wrestlers and Unmasked "Wig" Wrestlers. Instead of taking out and shaming your opponent by removing the mask, you rip off a chunk of the hair. The shame isn't as bad as being unmasked but it is hella painful. Loosing is bad enough in a fight, but especially malicious luchadores that have harbored a special hatred or vendetta will try to prove they're superior by unmasking, revealing and shaming their foes.

From what I can gather, the reason behind some wrestling promotions having a 20 count instead of 10 is that it gives the wrestlers more time to recuperate especially when someone has dived over the ropes and onto some guys head.

Coming from a mexican this gameplay rebirth my childhood I had teh opportunity to see Gronda's debut (The devil) and also I had the opportunity to see Electroshock and El zorro in their golden years, btw the wrestlers that doesn't wear masks, they fight for their hair, there are these special events "Mascara contra cabellera" where the loser or losts his mask or losts his hair.
