@@Stickdude-pk9zw no it doesn't as it lower the chance to get Starfall's auras (Comet is 1 in 180k, Starscourge is 1 in 15mil when there's no Starfall) So considering you drank the universal potion, when you get 1 in 15mil it's less likely to be Starscourge and it will be something like Arcane:Legacy.
