The squinting eyes is a trope called 'sly' or 'foxy' eyes. The eyes depict someone who is "more than they appear to be" cunning, intelligent, untrustworthy, with there being more to their personality than what you see on the surface. In this case her eyes being this way hides the fact that she is super powerful, she implies that she is defenseless, clueless, unintelligent and very shallow minded. But the fact that she is in fact incredibly perceptive, intelligent, and more powerful than anyone else help to cement the artistic choice for the 'foxy eye' style

Actually there is another time that for once Lucoa does completely stay on the side lines, and its at the behest of Kobayashi herself that she just this once interferes with draconic matters (though to be fair it was a human caused incident that put all dragons at risk)

The one thing I like about Lucoa is how her relationship with Shota has changed over the course of the series. It’s even been shown in the spin-off centered around Shota and Lucoa that her dream is to one day become his wife (much to Shota's embarrassment), to the point where she created a VR headset that shows visions of Shota's supposed future in which the last vision shows they are not only married but also have a daughter named Shoruko with Lucoa also shown to be pregnant with their second child.

In S2 she does tell Shouta "itsudemo ii kara ne" which pretty much confirms she's waiting for Shouta to become a man and take her. It was the moment Shouta admitted to her that he is insecure in that he is still a kid and is inadequate for her, and her, admitting her weakness to being left alone and also being there for Shouta because he asked her to when he summoned her.

Additional fact: Lucoa is one of the primal entities that created the earth. This is confirmed in “Mononoke Sharing”, another book by series creator Coolkyousinnjya set in the same world as Dragon Maid, in chapter 33 “The Story of the Gods”. We see a panel showing the silhouettes of the beings that created the world, one of them clearly Lucoa.

It's Lucoa, by leagues. In the lore, she is one of the founding Deities that created the Earth, and she specifically created humans and taught several civilizations agriculture. In terms of power, she only fought once In the manga and it was à play fight with Tohru In dragon form, and she trounced her. The dragons of the spectator factions are expected to be extremely powerful as to intimidate other dragons into negociating leaving them alone In exchange of not working for the other side. In terms of magic, she is shown to be nigh omnipotent, erasing memories on a city wide scale, rebuilding vast amount of damage, and also interfering with other's magic. That is how she met Shouta. She sensed his incantation spell and highjacked it before something dangerous could be invoked. She may not be THE most powerful dragon, but she is the most powerful being we have even heard of so far.

The thing about the Lucoa-Shouta bond was: Shouta was trying to summon a Demon, and it's said Lucoa intervened to make it appear SHE got summoned instead of the Demon that Shouta wanted. Hence why she's referred to as "Bad Demon/Succubus" when she tries to get flirty with the boy. One thing she offered him was power, but Shouta was in the running to inherit a family role from his father, and a kid having too much power without the training to go with it would set off alarm bells and get him disinherited. So he knew enough to not get tempted with it. He's still in fifth grade and trying to get interested in girls, but sometimes Lucoa's overly-strong approach gets him running for cover.

They definitely have a lot of fun with the mythology of Quetzacoatl with her. Originally was a boy, after the incest incident there are two stories of him being either killed or stripped of godhood and banished. MKDM seems to use the banishment story though appears to have swapped the gender which is interesting as the god Quetzacoatl closely identifies with the star of Venus (Also, tying him to Roman Goddess of Love and Beauty) they’ve given her the unisex name of Luca (which is more popular amongst males) Luca as a name is derived from Lucas in latin which is bringer of light (Lucifer is also a bringer of light) There’s also that funny little scene where Lucoa is dancing every time Shouta blows his recorder referencing her being a Serpent being charmed by him 😅😂 let’s be honest though, she totally has a body that would be more likely to come from a male mind than a female one 😂

In regards to her eyes the right eye is a dragon eye, but the left eye has an Aztec Calender in it symbolizing her origins. Also, according to a wider Author based cross story mythos (yes there are other works by this author) the world of man that Kobayashi lives in was partly created by Lucoa.

Lucoa’s Character is decent, hardly seems to have a worry, and making Shotua nevervous and uncomfortable which you can’t blame him for that. He is a little young for that kind of thing like only around 9 or 10 I don’t know, but Lucoa’s English Voice Actor really fits her character and personality nicely, 10/10 😊👍. If Lucoa were around me with the kind of thing she is like around Shotua: Me:🔥_🔥, I still like the English Dub Anime though 😊👍
