Ludi thank you for playing this nation, the general that Montenegro starts with, Kenjo Stankov Jankovic, is actually my ancestor and it was so nice when I first played Vic3 and saw him as a historical charachter, I shed a tear of joy. Also, Montenegro didnt even have a standing army at the time but Paradox picked him as a histprical charachter for the military becouse he was a hero of his time. Even today, we own the land that was granted to him for his endavours against the ottomans

Personally I think Yugoslavia could and should have some flavor when it comes to Skopje and Bulgaria and such, the way I would do it would be have "liberation of the Balkans" decisions/journal entries for all Balkan states where depending on what states you own you can alter the division of the balkans. For instance, if Serbia or Montenegro conquers Skopje, you get a decision to either claim the rest of Bulgaria proper or make Skopje a Serbian homeland. Then when you form Yugoslavia you get the decision whether or not to include bulgaria. If you include bulgaria and have certain relations with Greece or control western Thrace and/or Macedonia you can choose to incorporate Greece and make Yugo a "Balkan Union" and add Greek as a primary culture and claim Greek Homelands. etc.
