That is what Garp is in the show because he has to be. In the anime, at this moment, he goes after Luffy on a essentially a whim, never actually seriously trying to stop him while he was already a pirate. The show’s Garp on the other hand, very clearly wants to stop Luffy from continuing as a pirate because he knows what happens to them (executed like Roger). In this scenario, hes trying to save his grandson who he thinks is too weak for the grand line. In the anime, Luffy just escaped Enies Lobby, so all the heavy handed protective parenting doesnt exist because Luffy has already proven himself strong. Garp is sure that Luffy is strong enough to pave his own way, so he doesnt need to show tough love (or i guess toughER love)
