I was actually pretty shocked to hear that Arlongs VA was voicing teach. Also. I started watching the dub in one piece from the very beginning and found a bunch of interesting things. Turns out Todd habberkorn and Patrick Seitz were on one piece a long time ago along with Vic Mignona and Eric Vale. Habberkorn voiced Sion of the Meowban Brothers and before he was Franky, Patrick voiced Kurobi. The fishman that Sanji fought back in Arlong Park. And Vic and Eric voiced a whole bunch of side characters like Nezumi

Having said that, depending on the exact wording it seems to indicate that the Strawhats did manage to secure a victory over Big Mom. Now, while it is true that she herself was not defeated, two of her commanders were defeated and that fact was broadcast across the world. In addition, the Strawhats managed to rescue Sanji from under her nose (not by themselves by any means, they had help from Biege Jimbe, Germa at certain points, and other allies) and managed to escape despite her crew's efforts to the contrary. While calling Luffy an emperor at this point was indeed an exaggeration, it is also true that he and his crew were becoming a force to be reckoned with and it is hard to find another category to list them under at this point. Clearly describing them as rookies seems to be selling them a bit short even if they have not been active as long as the veteran pirates have. Anyone not working for a Yonko who can fight their commanders should be taken seriously. I suppose they would fit under the category of Great Pirates based on having no other suitable category.

I mean they don't control specific territories there could easily be 6 or 3 or 2. In the end the title doesn't actually have any meaning behind it it's just to let the public know who's in control of the new world at any given time

The way the Japanese VAs express their tone is all we need to know, because we can read the English translation to know what they are saying, and if you have the tone and text. You can bring it together pretty easily to understand how they are expressing their words. I personally like how Brook freaks out much harder in the Japanese VA's tones.
