to be honest its very impressive that buggy managed to sneak a weapon that powerful into prison, plus the guards not realizing he had df powers. if he could have managed not being noticed for a while he actually may have been able to break out on his own since he only had the one level to go through, he probably would have been screwed trying to get abord a ship though

Given that Luffy was able to bounce back a Buggy Ball like he would a normal cannonball, it's no surprise that it didn't leave much of an impression on him.
