So, this caused some debate among the fandom back in the day about whether this really makes Luffy an Emperor/Yonko. It doesn't, because this wasn't an announcement from the World Government. It was Big News Morgans (the bird guy) just saying it in his newspaper, and giving credit for everything that happened at Whole Cake Island to Luffy. I don't think we ever saw the wording used in the newspaper ourselves, so I think this was just Morgans being hyperbolic and suggesting that Luffy's influence has grown to potentially rival the Emperors.

The levely would have been one of the best arcs of one piece anime without the recap, watching it weekly was so bad, you were forced to wait weeks to watch 3/4 episodes togheter to feel like it was one. Now you can skip the recap, but back then it was so painful, a lot of people dropped one piece. Only anime watchers don't talk about the levely because of this, but it's really one of the best arcs (to me is the best short arc without a doubt), I feel it's like an introduction of what will happen in the future if every one piece characters were togheter, amazing.
