I feel this is an extremely underrated moment. He put his most treasured and sacred item on her head to show how much he trusts her as a nakama and that he will always have her back. This may not seem like much to those who haven't seen every episodes before this. Sure, the hat is important to him... However you need to understand that up to this point Luffy never allow ANYONE to hold the strawhat, not even his own crew. He even lashed out at Nami for just touching it a couple of episodes earlier, which is why she was so shocked and moved about him willingly trusting her with it. Especially after she betrayed them to some degree. To Luffy, that strawhat is everything. It's his symbol. The hat holds more value for him than his own life. And he used this moment to show that he trusted Nami with everything he have, including his life.

This is such a master stroke of storytelling. The message of this arc is about learning to rely on others. Luffy makes a point later in the arc about how he doesn't know how to navigate or cook or etc. That's why he has a crew. But, this part right here also tells a beautiful message about how learning to let people help you relates toward good naturally triumphing over evil. Arlong is a dick. The only people who want to help him are his followers. But, Nami's story is so tragic, she has a whole town that wants to help her. Of course, that would have lead to more tragedy. But, her tragedy and goodness also inspired Johnny and Yosaku. When all seemed lost for her, when everyone she cared about was going to die, it was that inspiration that saved them. Yeah, they couldn't stop Arlong either. But, they COULD stop Nami's village from throwing themselves at an unwinnable battle. One Piece does this a lot where the climax of the arc has some miracle happen that makes Luffy look blessed. But, really, it's just the natural results of the long string of cause and effect set forth long ago. It seems miraculous that Nami's village was spared, but Johnny and Yosaku ended up where they were as a natural result of their inspiration to help Nami. In a roundabout way, Arlong's cruelty set this series of events into motion. Good triumphs over evil because more people are inspired to conspire against evil than they are to help it. People helping each other isn't just good for you, it's good for the world. It's the advantage we have over evil. It's just such a beautifully, masterfully done message. This is why this scene made me fall in love with One Piece.

And her whole village had been being patient and praying for Nami's success with her deal with Arlong, hoping this little girl's sacrifice would save their village and ready to welcome her home as a hero. So when the deal was inevitably double crossed and Nami's efforts were shit on by Arlong, they were all ready to go to war not just for the village, but to avenge her. Nami was never alone, even when she didn't know it, she was always loved and supported. But in her adventures she found more friends who would stand with her, and she found someone strong enough to intervene on their behalf. None of which would've happened if Arlong hadn't tried to screw over a little girl. If Arlong had been straight up, he would've been a 100 million berris richer and Nami would've saved her village. Instead he tried to be the kingpin that had it all, and brought down the thunder. Now years later, he's on a life sentence and Luffy is hero to Fishmen and Merfolk everywhere.

But, Arlong was too much of a greedy ass to reap any of the satisfaction of it. Also, I'd like to add that the revelation of Joy Boy ties into this whole narrative of people wanting to help people who help them/bring them joy. Joy Boy is the good guy because he brings people joy. And, people want to help the person who brings them joy. This stands as a fantastic counterpoint to Doflamingo's speech about how "the winner decides justice". It's a point often made to say that "good" is only decided after the fact, and that is how "good" always wins. But, Joy Boy demonstrates a different explanation for good's natural tendencies toward success.

Luffy not only defeated Arlong, he broke that which Arlong was very proud of, his nose. Then Oda solidified their special bond in Drum Island by having Luffy climb a mountain to save Nami.
