This isn't a spoiler but Dragon's tattoo probably means 3 of diamonds. the Three of Diamonds indicate a bright, creative personality. On the other - they are often confused and worrisome. They are always trying to gain the whole world, suppressing their fear to jeopardize their soul in the process.

I'd say there's a good amount of random guys, they're just rare in battle shonen specifically. The thing that's annoying is when the narrative tries to keep telling you it's an underdog story when it so clearly is not. Luffy is an underdog tho, at least until recent events.
