So Caesar had a bounty of 300 million, yet every time they fought Luffy won relatively easily (in the manga, they draw it out in the anime). His bounty went up to 400 million after the 2 years, but they could really only base that off of how strong he was pre-timeskip. Considering Luffy also fought on relatively equal ground and eventually won against Chinjao - a pirate with a >500 million bounty (no big plot giveaway) - I'd say Luffy is at least at 550 or 600 million by this stage. Damn.

Bounty isn't based solely on fighting ability. Don't forget Caesar did a crap load of crimes that were'nt really related to fighting. The bounty is just how notorious you are, not how strong you are.

People are talking about bounties in the comments and somehow forget that warlords get their bounty frozen when they accept their position. Boa Hancock's known bounty is less than 100 mil because she got her warlord offer quickly after going public. If they reassessed her bounty, it would be over a bil after you take into account that she has an army of haki users and has a base in the calm belt where even the seastone coated navy ships avoid if they can.

Viewers are forgetting that while Usopp was on the magma side of punk hazard, he noticed Monet's presence in her Harpy Form when none of the big 3 - Luffy, Zoro, Sanji managed to do so. The first time he noticed, he screamed and told zoro or someone and they couldn't tell what he was referring to. If Monet was close enough for Usopp to notice her, but not the big 3 who all have observation haki then that saids something about Usopp's dormant ability.
