Hmm this a tough one. Tails' burns were very direct and focused on all the things that make Luigi who he is. Like his fear of ghosts and always being in Mario's shadow. Luigi's burns were more focused on Tails' physical appearance. These burns hit hard but didn't have the relevance Tails' had. For that reason I am going to give the win to Tails.
