The legislation he's refering to is called the Unidentified Anomalous Phenomena Disclosure Act (UAPDA) as an amendment to this year's National Defense Authorization Act (NDAA). The bill is co-sponsored by the majority leader Senator Schumer (Dem) and Senator Rounds (Rep), you can look up the proposed amendment right now

My granddad was an Army Aircorps flight instructor during WWII. He was stationed in the American Southwest near nuclear testing sights. He swore up and down that he saw UFOs on flights. He didn’t ever assume what they were, but he saw them. He was the most sober minded, rational person I think I’ve ever known. He was honest to an absolute fault. I believe him.

Or maybe that the windows on commercial flights are so small you can’t see anything, plus no one sits on those flights and looks out the window without blinking for the whole time? Maybe variations in altitude or other considerations neither of us have any idea of as non aviation specialists (I speak for myself but based on your comment was assuming you’re in my camp)? The ocean is something like 2/3 of the surface of the earth, and we don’t understand how great white sharks mate. But the only people who can give reports on how they might mate are the ones that go diving.

Not only did calls do nothing, the DEA announce earlier this year that they aren't even going to consider raising production until December of 2025. All because some house wives and college kids abused it, I can't get treated for a very well understood disability with a very well understood, safe, and cheap medicine. Not a single pic suddenly, blurry or not. Any description is they do incredible thins, like WHAT! All the video footage is in the infrared, for some reason the visible spectrum never works. Infrared can be very deceptive. They took off at an incredible speed. well what is that speed? We never get that. We get adjectives and hyperbole. I enjoyed this interview, and I believe Lou's invitation to the Daily Show demonstrates that the topic is gaining mainstream attention. That said, it’s important to highlight that Lou did not describe NHIs as a threat. To define something as a threat, you need to understand intention, which is something we don't yet know. Humans have a tendency to perceive "the Other" as dangerous and undesirable. Before we make an enemy of something that is clearly technologically superior to us in every way, we should approach it with curiosity and caution, focusing on understanding its potential and how we might coexist rather than resorting to fear and opposition.

But the second VERY, VERY important fact that shouldn't have been lost because Chiang kept yelling "Aliens!" is that we (meaning humanity) don't know where they're from. That's why the term "Non-Human Intelligence (NHI)" is used. When the Pentagon says, "We have no evidence of extraterrestrial life" they're not lying. They have no F'ing idea where they're from. So Chiang saying ad nauseam that they're "aliens" and Lue letting him get away with it plays into the hands of the Pentagon that can push back by claiming Lue said they're aliens on the Daily Show, but the truth is there's no evidence they're aliens. The more I am seeing especially WORDING used in very critical/important PR/statements/legally binding documents etc is very important to pay attention to. You will see slips with foreign used... Not alien/extraT/NHI etc wording. But foreign. That to me implies a nation state and likely CN, RU, JP especially the latter 2 as they really have some advanced and not widely known tech in these fields. So this is just USG saving face for the inevitable public retrieval/slip up/leak. Some are most definitely not a nation state, but some almost certainly seem to be by the wording of some reports.
