The legislation he's refering to is called the Unidentified Anomalous Phenomena Disclosure Act (UAPDA) as an amendment to this year's National Defense Authorization Act (NDAA). The bill is co-sponsored by the majority leader Senator Schumer (Dem) and Senator Rounds (Rep), you can look up the proposed amendment right now

To add to this, Schumer wrote the bill and used the term “non human intelligence” over 20 times and painstakingly defined that that meant. Lockheed Martin has possession of the craft. They want to be able to patent it. That’s where the resistance to this bill comes from.

My granddad was an Army Aircorps flight instructor during WWII. He was stationed in the American Southwest near nuclear testing sights. He swore up and down that he saw UFOs on flights. He didn’t ever assume what they were, but he saw them. He was the most sober minded, rational person I think I’ve ever known. He was honest to an absolute fault. I believe him.

Or maybe that the windows on commercial flights are so small you can’t see anything, plus no one sits on those flights and looks out the window without blinking for the whole time? Maybe variations in altitude or other considerations neither of us have any idea of as non aviation specialists (I speak for myself but based on your comment was assuming you’re in my camp)? The ocean is something like 2/3 of the surface of the earth, and we don’t understand how great white sharks mate. But the only people who can give reports on how they might mate are the ones that go diving.

Not only did calls do nothing, the DEA announce earlier this year that they aren't even going to consider raising production until December of 2025. Saw something may 12th. Hiding behind an oddly dense cloud, it flew off quietly. After the emotions and fear, it took me three days to sleep. Even now, I don’t know how to comprehend or describe what I saw, all I know was it’s the scariest moment of my life and I’ve worked in morgues. 40 year old, does not drink/drugs. College educated and I can’t even bring myself to talk about it with anyone, wife, family, friends… no one, besides you. I don’t know what it was and I don’t think I’ll ever understand it. All I know was it was quiet, and very still in the cloud vapors for a few seconds before it pulsed and vanished. It still doesn’t feel real four months later.

I do think the final conclusion won't be as cut and dry as "it's aliens." Not a single pic suddenly, blurry or not. Any description is they do incredible thins, like WHAT! All the video footage is in the infrared, for some reason the visible spectrum never works. Infrared can be very deceptive. They took off at an incredible speed. well what is that speed? We never get that. We get adjectives and hyperbole. I enjoyed this interview, and I believe Lou's invitation to the Daily Show demonstrates that the topic is gaining mainstream attention. That said, it’s important to highlight that Lou did not describe NHIs as a threat. To define something as a threat, you need to understand intention, which is something we don't yet know. Humans have a tendency to perceive "the Other" as dangerous and undesirable. Before we make an enemy of something that is clearly technologically superior to us in every way, we should approach it with curiosity and caution, focusing on understanding its potential and how we might coexist rather than resorting to fear and opposition.

But the second VERY, VERY important fact that shouldn't have been lost because Chiang kept yelling "Aliens!" is that we (meaning humanity) don't know where they're from. That's why the term "Non-Human Intelligence (NHI)" is used. When the Pentagon says, "We have no evidence of extraterrestrial life" they're not lying. They have no F'ing idea where they're from.
