Seems like when enemy Spectre uses the ghost missles they hit you every time. When you're playing as him they just fly around and hit nothing some of the time.

I think Spectre's ghost missile misses sometimes to balance him. Could be a glitch too though.

Why does the music keep switching back and forth between some levels? I used to think it was because of your disk but that's not the case.

which lvls you mean? if you mean the 2nd lvl, its because it plays a different tone of song until you engage a enemy , sorta like twisted metal black. I've also noticed some things River Park Rumble has similar to Downtown from TM:B aswell.

He's right. It's like in Twisted Metal: Black. When you are far from the enemies and not fighting the music changes to a more ambient sound. When you are in range of enemies and fighting the music to the metal rock theme.
