For context: This was a flashmob organized in Taiwan because the Japanese dance cover group Danceroid was in the country. Flashmobs were a trend in the early 2010s, they're not complete strangers who joined randomly, this was organized beforehand. The three girls in the front are members of Danceroid, and the one in the middle wearing a floral dress is Kozue, the original choreographer of Luka Luka Night Fever.

Tsukari Kaoru Honey, this genre of music is Eurobeat. Which originated in the 90’s and was a hit in Japan from the 90’s to early 2000’s. A lot of the moves they are using are Para Para dance moves which is choreography that is specifically used for Eurobeat. Which were also, yes, made in the 90’s. Anyways. OP is right. Thank you OP.
