He dreamed of Russia, so even being a colonel in the Russian army is a kinda fulfillment of his childhood memories and fantasies, when there was one united Soviet army. Like any psychopath dictator, Lukashenko likes to tickle his ego with even nonsense. It's also an attempt to sense Putin, probing how far he can go. The more ridiculous Lukashenka's request is fulfilled by Putin, the greater the further demands will be.

And he does a lot of actions to prevent too much influence on his regime: closing russian mainstream newspapers, arresting mercenaries from the "Wagner", he refused to participate in many cooperation projects that could in his opinion lower his power: for him the Union state is a way of having some preferences on the Russian markets, not the way to " Restore the USSR". Also let's not forget he has been way more longer on the political scene than Putin. He is indeed loyal friend of Putin but he wants to show that he is here not just his puppet but at least an important sidekick. I can actually see that from the interview he gave to BBC where he very shortly and disturbed answered the question about what he learned from Putin and insisted to ask that question to Putin about what he learned from Lukashenko.

It was actually a bit of self-mockery from Lukashenko, "Oh look at poor me, stuck with being only lieutenant-colonel, can't even put the colonels badge on my chest" when it's obvious to both being the self-declared dictator (Which was also Lukashenko's dry sense of humor), far outweighs being colonel... there's also a third layer to the joke beyond 1.self-mockery, and 2.obvious ridiculousness... which would be 3. He's mocking YOU! He's mocking you for thinking he's Putin's little boyscout, who just wishes daddy Putin would appoint him the rank of Colonel... Actually quite funny when you think about it.
