yes, both spook and sinister can grow in private servers, however, it is extremely hard to get it to happen. If you want a spook/sinister in a private server, do it on October 31st. for the rest of the month, search in public servers

Same way as spook wood, when a spook tree spawns it has a 1% chance to be replaced by a sinister tree
