Honestly, a lot of Ash's encounters with various Legendaries just in the anime makes me wonder if all the ones who know him ever group up together somewhere and discuss things that happen in their own regions only for one to mention this kid with an abnormally strong Pikachu and ten different Legends pop up like, "Oh! We know that kid!" It would range from Ho-oh seeing him after that storm to helping save Kyogre more than once to Zekrom and Reshiram and the Kami Trio telling of their own separate encounters (plus the whole Meloetta arc) to Xerneas and the Zygarde Cores mentioning him along with Bonnie to the Island Guardians revealing that, surprise!, Ash is the newly-crowned Champion of Alola. It just seems like a lot of fun interactions between the Legends, just talking about all of Ash's adventures they might have seen or even directly encountered him on.

Here's a potential explanation for why Ash hasn't caught a legendary: Both the anime and the games explicitly state that they are guardians. Therefore, they have a job and it's to preserve the order of nature that Arceus had formed and to protect their home cities, protect both people and pokemon. Although, you could argue that we catch legendaries in the games. Would that technically mean that we, as the player, are the bad guys that disrupted the order? I mean there have been many pokemon theories across the years that suggest that our player character is a bad guy, like Red crushing Blue's/Green's dreams, or Brendan/May being responsible for Wally's death. To answer the previous question, both yes and no. Yes, because it depends on how you look at it. No, because it's a game for kids. And because most of the time whenever we have to catch legendary/mythical pokemon, it's usually during a desperate situation that asks for it, whether it be because of a criminal organization or a pokemon going berserk. And they do play a role in stopping the organization. But at the end of the day, the anime, the games, and other Pokemon-related media are meant to be seen as individual medias that are independent of each other. The anime contradicts itself almost always and the pokedex from the games isn't exactly consistent either. So at the end of the day, there's always 2 sides to every coin. There is no such thing as ultimate good or ultimate evil. This is a question with no answer, because we will never truly know why Ash never catches a legendary when we do it in the games all the time. And who knows? Maybe Ash will catch one in the future.

One thing to note - During his championship battle with Leon, Pikachu blacked out for a moment and had a flashback to all the Pokemon Ash ever owned. Lol no, keep telling urself that. The only reason he hasn't catched any legendary pokemon is because it would automatically be a defining factor in his league battles (Means that he would actually be winning them) and allow him to finally grow the fuck up and not be a 10 yr old for 20 yrs now But then they would need to replace him since having an older Ash wouldn't cut it, it's a kid show. I can easily dispute your Tapu Koko claim. Granted, it did take a rather unusual interest in Ash, but the reason it battled him multiple times was simple... It's entire lore revolves around it liking to battle. Watching Battles, taking part in battles, If there is a sick battle going on somewhere, he wants a part of it. This is explained both in the games and the Anime. So, while the first battle was more to explain Z-Moves to Ash, the second was because Ash had become someone worth Battling, and it wanted to go a round.

In a lot of these cases, these legendaries have important duties, and I feel like Ash acknowledges and respects that. Take, for instance, Pokemon 2000. When Lawrence III caught just one of the Legendary Birds, the other two began to fight and create a massive storm. Now, say Ash had caught Lugia, and they travelled together. What happens if the Birds start to fight again, and Lugia is pissing about with Ash on the other side of the world. Who's to say he'd be able to make it back in time? And you say Latias' family could protect Altomare? Which ones, the dead ones? Also, call this a cheap answer but many of the Legendaries Ash befriends are saved from capture by an evil organization. Going through all that, and then suddenly surprising the grateful legendary with a Pokeball would be, well, dishonorable, to say the least. I do agree with you on a few cases, though, namely Azelf, that the legendary should've volunteered to stay with Ash. One Fanfiction I read had a cool way of doing it without also making Ash too OP. In addition to ramping up the challenge (In Spell of the Unown, for example, Molly wished up a whole family of Legendary beasts, instead of just Entei, so it still provided a challenge to the much more competent Ash), they had it so that many Legendaries would essentially let Ash "honorarily" catch them, letting them go free, but registering them to a Pokeball that he was entrusted with, so that they couldn't be captured elsewhere, and they showed up for major, world threatening events. A few Legendaries like Latias, Keldeo, and the Beasts, did stay on Ash's team for an extended period of time, but because it was a time travel fic, Ash had bad memories of his loss against Tobias, and didn't want to be that guy for some other rookie, so he only used at most one per battle, unless it was otherwise agreed upon beforehand with his opponent, or, again, it was a major crisis. In addition, he had to beat each of the Beasts in a chase and then a battle to prove himself worthy, to simulate their status as "roaming Legendaries". It's called "Ashes of the Past" by Saphroneth if anyone's interested in checking it out. The basic premise is that, sometime during the BW series, Cyrus attempted again, and was successful, at capturing the Creation Dragons and ending the universe. Arceus, obviously not wanting this to happen, plucks Ash out at the last moment, and sends him back in time, with all his memories, to the day he left Pallet on his journey, after giving him a crash course in using Aura to, among other things, communicate with Pokemon, and "remind" people and Pokemon that he formed a close bond with, of the alternate timeline. It's currently at 250-odd chapters (The most recent chapter, I believe, was finishing up the events of Giratina and the Sky Warrior), and each and every one of them is a great read. I highly recommend it to anyone who, like me, is a fan of the Anime, but hates how much wasted potential there is, cause this fic is a realization of all that potential and more.
