European trucking is very different than the us... They use Breathalyzer to enable the truck to start... The drivers also lump their own loads.

Lumpers are a very big reason that fmcsa edited log hours. So that truckers don't lose a days running because of them

Many BOL Have a performance clause... Which means the truck needs to be unloaded in less than four hours... Or pay a penalty fee to the Carrier... Many warehouses are deliberately understaffed It's cheaper to pay the penalty fee.
