Hunter cut his own hair in Thanks to Them because it reminded him of Belos. But he was in a panicked frantic fury when doing so, so the haircut ended up ruined. Willow saw him in distress and helped him with his hair, which is a very nice intimate moment of their early relationship. So the idea posed by this comic would be that Hunter continued to recreate this moment by messing up his hair, intentionally, so that Willow could fix it.
