I am a Keralite. There are cooperative banks in almost all village panchayats. Most of them run in loss as their governing members are usually from congress or CPI. You will get a job in those cooperative banks only if you are a member of either of those parties. They offer gold loans. Additionally, there are a lot of local pawn brokers (only Malayali). We call them as BLADE parties. So, people hardly go to them. There were Thamizh people offering small loans (2000-5000) . However, they all closed their business after the Kerala government enacted a law that would put them in prison. During Covid-19 period, people started misusing the law by taking loan and then filing a complaint against the lenders. So, Thamizh people are no longer involved in the small loan business.
