Watching this makes it almost seem possible. Japanese artists need to do this more. Watching them draw is inspiring. He makes drawing look _fucking_ metal.
Art colleges aren't some magical place with knowledge or information that's locked away from the public. They're not meant for everyone, and there's people that will only succeed by going to art school. But there's no rule for artists set in stone what method they have to choose for learning.

It may not be necessary to have realistic proportion in one's style, but an understanding of realistic proportion is still important. If you have an understanding of realistic proportions you can also understand how to distort those proportions to fit your style so even if it isn't realistic, it still looks natural to the style.
DAMN! That was so awesome! I really wish I could do that!

Comics of every country have mostly been for children/teens or at least written that way. It's not a Japan exclusive thing. There's a market for manga geared towards adults called "Seinen". Stuff like Monster, 20th Century Boys, Berserk, Old Boy, and Space Brothers would fall into this category(and there are thousands of manga like this). Most anime released in the west and get popular mostly come from Shounen/Shoujou magazines such as Naruto, Bleach, FMA, etc. so that's why you may think that.

Yes, I know he is a mangaka. But most mangaka are not properly trained artists. "Art" is a very subjective term, and can even refer to people who put paint splots on a canvas. But true art is a craft that requires training; just as a carpenter apprentices under a master carpenter, and an architect must go to college to gain the proper training, so must a proper artist. Most mangaka are not trained in this fashion, and their work shows. Rare is the mangaka who incorporates such technique.

Well to be honest you could say the same for western artists too. They also rely on what's "popular" tropes or things which may not fit everyone's taste. A lot of westerners have a really narrow view on manga in general. I could literally show you THOUSANDS of manga that are popular right now that don't have a "moe" style. It's Sturgeon's Law- 90% of everything is crap. It has nothing to do with being from Japan or the USA or wherever. That's in all artistic professions all over the world.

But it's not necessary. Sure it may help, but there are plenty of famous Japanese and American comics and cartoons that are successful and have a lot of fans that don't have any semblance of realistic proportion. Osamu Tezuka learned to draw from copying old Disney movies. None of his designs are "realistically proportioned" but he is called the father of manga and anime for his imagination and themes. It's purely based on personal preference and your goal of what you choose to draw.

What does it really matter though if it's "proper" anatomy? If it looks good that's all that matters. Comics always play with proportions of humans and don't have to be super realistic.

I'd understand IF you were trying to go for a realistic style, but it's not a requirement for comic books do draw with "correct" proportions
