The song is about the troubles in Northern Ireland. Zombie means that the terrorists are thinking of the past

This is a protest song about war and violence. From the 1960's to 1990's, a political and nationalist conflict in Northern Ireland between catholics (nationalists) and protestants (loyalists) led to sectarian violence that cost the lives of over 3,500 people, over half of which were civilians. Paramilitary organisations such as the IRA, INLA, UVF carried out assasinations and bombing campaigns against each other. The main cause of this was that the nationalists wanted a united Ireland, while the loyalists wanted Northern Ireland to remain part of the UK. This all stemed from the uprising of the Irish people on Good Friday in 1916 to gain it's independance from british rule. (Hence the line "It's the same old theme since 1916") In one particular bombing by the IRA in 1993, 2 bombs were placed in litter bins on a shopping street in Warrington in the UK... This led to the death of 2 young boys (Hence the line "Another head hangs lowly, Child is slowly taken, And the violence caused such silence") The statement from the IRA when they claimed responsibility for the bombing stated that it was done on behalf of the Irish people. Delores O'Riordan the lead singer of the Cranberries (who were touring in the UK near Warrington at the time) like the vast majority of Irish people did not agree with the IRA's tactics or methods, and denounced the IRA's statement of being on behalf of the Irish people with the line "But you see, It's not me, It's not my family" She believed the people carrying out these acts, and those who believe that acting in such a way to achieve a goal are brainwashed into believeing it ("What's in your head") and are blindly carrying out these acts (acting like zombies, with no self thoughts) Hopefully this helps you understand the meaning behind the song.
