I believe it's a bit of both but more targeted at rising artists. Take Project 46 for example who went from Monstercat to Ultra. Monstercat is just a platform for artists to start out, and though I can't find the quote, they have also stated that they expect most of their artist to move on to bigger things.

I agree with what your saying but believe Monstercat focuses more on recognition of artists that create quality content but go unknown to the public.
