Not really. Toba Hulk is avatar of Toba. Basically Toba possesed Hulk but he does not have 100% of his power as Toba Hulk. AR Thanos absorbed many powerful cosmic entities like Death, Infinity, Eternity, Living Tribunal etc but the most powerful being he absorbed is AAO or All Above Others. AAO is avatar of Toaa which means he also does not have 100% of Toaa's power but OAA is still stronger than Toba Hulk. AAO is basically Marvel version of Presence. Also we can say he was pretty powerful since after Thanos absorbed him he recieved full omnipotence, full omniscience and full omnipresence. He became reality itself. Toaa/Toba>AAO>Toba hulk

Hey, there is a version of Doom who is more powerful than Cosmic Doom and Sorcerer Supreme Doom. He is the End of time Doom. He has the powers of all superheroes including Dr. Strange and even Silver Surfer. Phoenix Wolverine was in that comic. Phoenix Thor was also in there and it took him years to defeat End of time Doom. So, End of time Doom is the 2nd most powerful version of Dr. Doom and God Emperor is the most powerful version.
