Why was the light green when the crossing was active? I'm pretty sure that's what caused all those people to run the crossing like that.

I have a feeling this crossing's supposed to have some kind of preemption light in front of it like Sullivan Street, but it wasn't put up for some reason, though likely it was ALDOT being cheap and not wanting to install any back when this was AL 20.

The green light with the crossing signals active is the track clearance part of the traffic light preemption cycle. It's to give anyone who may be stopped on the tracks a chance to move. In theory, only the cars sitting on the tracks and those past the crossing would proceed through the green light and everyone in front of the crossing signals would stay put. Obviously that isn't the case. Everyone just runs through the crossing signals to make the green light. That's how accidents at these types of crossings next to intersections still occur, even with traffic light preemption. All the cars blow through the crossing signals to try to make the green light and when it changes to red after the track clearance cycle, cars start backing up again and stopping on the tracks in front of the approaching train.

Update to this crossing ; some lights on the near signal have been recently replaced with brand new Safetran 12x20 incandescent lights, although only one pair of Harmon 12x24 lights still remain the far signal still has the same equipment

NS owns it and they take care of it. It's just not a high priority as it's on a branch line.
