I think you’ve made a confusing statement from the very start, stating that Ions are charged atoms but neither negative or positive. This can’t be both ways. In order atoms to be charged, it either have to be net negative or net positive.

Ions are never neutral. They have either positive or negative charge. That first part was erroneous. However, the video lesson is informative especially for those with little or no chemistry background.
