It's possible that Joe was supposed to get incarcerated for a small time offence during the chapter, and help Vito out in prison then be released before him. Considering he doesn't show up at all, I think we can assume that his role in this chapter was supposed to be a very minor one and that the overall story wouldn't really change all that much, so they decided to cut him out. Mafia 2 has a lot of cut content, but it kept most of the big moments in, so I doubt there was supposed to be a prison break or anything that deviates from the story that much. BTW I'm glad that this series is back, looking forward to the next chapter!

I think this too, or maybe it could have been a cut disguise from his DLC instead? I heavily doubt there was a break-out, there would be more in the files I think.

@@MichaelGeorge161 There definitely would have been more files. However, come to think of it, the DLC Jimmy's Revenge features a prison break, and a lot of Mafia 2's cut missions made it into some of the DLCs. We can't know for sure though, and I personally don't think it fits the story too much.

About the cockroaches... it is popular the prisoners to race them just like horses. Spectators could also participate by betting money. So yeah in short thats the story about the roaches
