The Whole Card is a Commander no matter what part you play. If you cast the adventure part of your you have to pay the commander tax but playing the creature will not have the tax from the exile zone

14:00 Commanders with adventures *DO* get taxes, you still gotta pay the extra whenever you cast it from the command zone no matter if you cast the creature or the adventure Meaning the 2nd time you wanna cast Birthright Boon it's actually 3W, you can then cast Kellan for 2R but that's cuz you are casting it from exile If for the 3rd time you wanna cast Kellan himself, you'd still have to pay 4 extra
