It's when a skillshot checks for enemies in a bigger range than its projectile width at the end of the skillshot. It basically just creates a last factor of "fuck you" and it's a reason why outrunning hooks is pretty damn hard.

SO for the clip at 5:48, League seems to process dash abilities (Lucian E, Tristana Jump, etc) in a way that, as far as enemy skillshots are concerned (Thresh Hook, Blitz Pull, etc etc), you are considered to be standing in place where you started the dash until the entire animation of the dash is completed. Meaning if you dash away from a Thresh hook aimed where you're standing, if you don't dash early enough, you'll still get grabbed. I've jumped sideways away from a blitz pull as Tristana and the rocket fist has literally glitched 3/4 of the lane's width sideways to latch onto me because it hit the spot I left a split second before I landed.
