In the banned opening you get some activity in the beginning of the game with an additional minor piece. Rooks become later active. That's why it was a surprise weapon for short time control. At least this is the oppinion of some titled players (GothamChess? I don't know anymore).

A net loss, sure, but you actually traded something for something. The cow opening doesn't really get you anything - it just lets your opponent develop for free.

Magnus is a very highly calculated Offensive chess player, he is so damn good at bringing the pressure and well I am no adequate chess player but the Cow opening is really a highly defensive opening far outside of anything Magnus related strats and vast majority of Pro chess players would consider playing as they know the best ways to win typically require offense over defense. Especially in the field of the top Players out there. It is a very strong/conservative defensive opening, the Cow, at least can be viewed that way, but they all know no matter how strong the defense if allocated correctly strong offensive pressure can and will be applied and majority of times wins the match. The Cow may win few but Magnus wants to win them all. High percentage openings over low percentage, which sorry to say is where the Cow lands.
