Hikaru might have thought that Magnus would likely bid to play as black with 9 minutes in the clock, so he bid 8:59. Magnus however, bid 8:58, thus beating Hikaru for black; forcing Hikaru to try to play white for a win. EDIT: You should not bid 1 second, because then you would have to play as Black with ONE SECOND on the CLOCK.

You bid a time to play with against your opponent to get black, and the lowest bidder wins black pieces. Magnus predicted Hikaru would estimate his bid to 9 minutes, therefore he predicted Hilary would bid 1 second less to get the black pieces. Magnus therefor bid 2 seconds lower than 9 min, because he wanted black pieces, therefore predicting hikarus prediction and, and ended up with black pieces.
