It is not a matter of tuning, only a matter of allowing the brain to rest fully. We are hardwired to perceive the world this way when our brains are operating in a sufficiently healthy (well-rested) way. Most people don't ever become calm enough for this to happen but practices like TM can allow it to spontaneously to emerge. Note the word "spontaneously": mindfulness and concentration take one AWAY from this state because they disallow the brain from fully resting.
