It's called a Corno da Caccia. It's basically a valved version of a hunting horn, which is what postmen would use to announce their arrival in an area. This evolved, more or less, into what we now know as a short-belled cornet.

Corno da Caccia means "hunting horn". It is the base of what developed into modern horns (that are commonly called French horns). Some refer to the corno da caccia as a "piccolo horn" because it is sometimes used to play the highest horn parts. The posthorn is a different instrument, and is what was used as a signal instrument by postmen (hence the name). Cornets were developed from valved posthorns. Later, perinet valves replaced rotary valves giving us modern cornet designs. Some of the antique rotary cornets can still be found, and a few manufaturers make compact versions of them today.
