From a city's perspective, parking spaces are extremely unprofitable. Especially for big box stores where often only a fraction of the parking lot is used. They represent land that could be used by businesses which becomes tax revenue for the city. Therefore many cities have adopted the model of paid parking, not only to recoup lost tax revenue, but also to incentivize more people to walk, cycle, or use public transport. Contrary to popular belief, main streets benefit heavily from this because of increased foot traffic. Drivers imagine that main streets need to be car infested to get people into stores. Turns out the opposite is true. When you have people walking and cycling, it's much easier to pop into a local shop that you're passing. This is why projects like "Main Street Moves" in Ventura are succeeding. People love the relaxed, peaceful atmosphere not having to worry about cars, and businesses are thriving from people hanging out and spending time in the area. The U.S. and Canada are only just now rediscovering the societal benefits of having a "third place". The first place being home, and the second being work. Third places like this provide community and a feeling of investment in the place you live. Something we lost when car infrastructure took over post ww2.
