She could be crying because she finally gets to reunite with Rover. But Rover lost all their memories. Kinda tragic if that's what that ending scene is about.

I think that is what the last scene is suggesting. It could be when she reunites with Rover for the first time, after a very long time, it might be a cutscene we see at the start of the quest in 1.3... I don't think she is sad here, just tears of happiness at seeing Rover again, the one who gave her a reason to go on ... that's my take on this, anyway.

A quick breakdown of what she was saying in the trailer that got missed due to feet gooning. Rover created Shorekeeper before the Lament. [the destruction of civilization] She's not human, [dev's also mentioned that's why she doesn't have a tacet mark] and felt isolated or without purpose. Rover tasked her with defending the Black Shores and using it to cradle and restore humanity. She was crying because of that sense of purposelessness being cured by Rover giving her said task. At the shore when you see her teary eyed, it's because shes happy to see us again, after our seeming reincarnation. She's been waiting a very, very long time for our return. She sees Rover as a sort of parent, creator or similar.

I don't know about her being created by Rover because nothing indicates that. As far as we know, Rover could have just stumbled into her and gave her a purpose.
