For me when I got back to the house after Windy Castle, George was in the room with the dinosaur, I walked out of the room and back in and he was gone. So I think you don't need to sleep or start a new playthrough for it to happen. Thank you for the guide to complete GOTY Maka!

You don't actually have to look through the telescope at windy castle. If you just wait like 30 seconds it automatically exits you back to the entrance.

41:14 So after about a solid 2 minutes of dialogue, you will eventually gain control of your character here at Potato City, and congratulations. This should unlock your last achievement.

I found a skip of some sort where if after getting everything except potato city, hit A on the windy castle picture then close out of the game, upon reloading into the game you will be put in the cutscene to go to potato city
