If I want to do this with an 18 in wreath and still use 2 rolls of deco mesh I would need to cut them at no more than 18 inches to account for the 2 extra sections. Would 18 inches be too short or should I just spend the money and buy 2 more rolls?

I think the wreath should still be full if you cut to 18" but if you want to cut longer, your would only need one more roll of mesh. I bet your wreath will be amazing! 😃👌

I don't know of where you live there is a Pop Shelf store. I found the 14 inch placemats for the back of the wreaths for $1. I got red, gold and silver.
