Hello, Normally these values should be available in the datasheet, but the Atmel's datasheet doesn't mention that. So you can have the pin dimensions from the datasheet and add required fillets size on each side of the pin. IPC recommends following values: For High density boards - Toe fillet - 0.15m, Heel Fillet - 0.25mm, Side Fillet - 0.01mm. For medium density - Toe fillet - 0.35m, Heel Fillet - 0.35mm, Side Fillet - 0.03mm, For low density - Toe fillet - 0.55m, Heel Fillet - 0.45mm, Side Fillet - 0.05mm. Do note that the pads needs to extended both sides with these dimensions. Also, you can further optimize these values based on your experience with the assembler. Hope this helps! :-)

Create new integrated library project >> Add PCB library File to the project. >> Right click on the drawing area >> Snap Grid. You can set the snap grid from there. As your footprint has irregular pins, you might have to change the snap grid value a couple time to place all the pin pads.
