I don't think you can adjust playback speed on TV. Because I can't do it and am having trouble finding sources that can help me with this problem. So please can you for the sake of other fans like me, and slow down the building speed, please and thank you! Basement is what's called a "discovery" quest so it won't be in queue. You'll have to start it by tapping on one of the characters in the park. But will need to do Patio and Balcony quests before Basement.
